I'd go pot size ~ $1.00.
You don't want a third diamond coming to the board for another to make their hand with or to bet on.
If someone is sneaking around with pocket 9's you'll wanna find out early.

seat 3 is utg and just calls preflop. I do not put him on 99. However, he could hold j9 - kj. Seat 5 is playing soots and has oe str8 flush draw and wants you all to go away. And of course 3 and 5 hands could be reversed. Question is: are you committed at this point? I don't think you can just call here. Reraise or fold.

first hand at the table... I'm assuming cash table. Did you spend any time viewing the play before you sat down.
As I have no idea what the others play style is like, I'd withdraw from the pot and try to pick up more information.
You may have to bet $1.60 into a pot of $5.80 but you don't know if seat 3 is gonna go all donky on you.
Time to bug out...
