99 in early position, depends on what the stage the tourney is.
If the tourney is early & low blinds then just limp trying to catch trips, if you have not to many callers then bet the flop anyway as in early position they should read you for a decent hand.
If the tourney is middle then you can raise if you have a good stack, on a low stack I would still limp.
Late on in tourneys you dont want to be limping as it costs you too much, so again if you have a good stack then raise away, if not you should think about mucking it preflop.

Brian's response covers all bases. I especially agree with raising or folding not limping late in a tourney.
Other factors can affect your choices then; like the time you have been at the table, the manner of play you have displayed, as well as how others have played and where the big stack is seated.
A simple thought may be to mentally devalue them (when they are dealt) to what they mostly end up being if they get you to the river... a small pair.

I hate this hand more than any other. It confuses me. It looks nice but has virtually no value in that position. I think that I've decided to fold them unless severely short-stacked or hugely tall-stacked.

In a perfect world where Mik is queen, that would be divine. However, your theory assumes that you get to see the flop when you limp. I find that rarely to be the case. Someone is gonna raise preflop and when they do 99 has even less value than when you started.

Any time you bet from UTG you must raise i think to show you have a strong hand. [at lest 3xBB] Then if you get called it is by a decent hand if you get reraised you can fold out. if not reraised you are first to act after the flop bet 3/4 of the pot to represent a big pair if you are still being called and you did not hit your set. you need to check to the river and hope you get a free card if someone is chaseing. if not fold

Early positions and eraly th tourney i like to raise like 3 or 4 times the blind but enough were i can fold if I get rereaseid... usally late in the tourneys I usaully fold the hand unless i am already in the money.. But in 6 handed cash games I always raise with with and 10 handed depends on the mood

May I suggest a different approach to 99? Do not limp. Do not raise 3x's or more the BB.
Raise 2 or 2.5 times the BB. The reason is that you have lousy position AND you would prefer to limit the number of callers. Keep the pot small in case someone re-raises you, where you can't call the raise. Keep the pot small in case you do get called and the flop is a bad one for you.
99's are not a limping hand since an overcard will come way way too often. If you have JJ's in an early position, play them the same way.
