bluffing is an art, both tend to work or not work depending on the player involved, cash/chips left, position, preflop actions and all that stuff...

I don't think it generally makes much difference.
Early in a low buy-in or freeroll tourney it's usually a no-no.
The first requirement for me is to know that the player I want to bluff is capable of recognising a hand that I'm trying to represent.
If I've joined a cash table I'll want to show some good hands before I start playing silly buggers. The other way round also works.
Why, did you get caught with your hand in the cookie jar.

An extremely good (often overlooked) and essential point playing in the lower buy-in tourneys. Well played KN.

I`m not sure either is easier than the other. It`s more a question of circumstance. I`m much more likely to make a play during a tourney than I am during a cash game because I have to accumulate chips to survive in a tourney.
As kn said I`m going to target players who I know are likely to make a laydown. It`s pointless trying to bluff a calling station or trying to represent a hand against someone who doesn`t think beyond their own cards.
